'Telegram Founder Charged With Wide Range of Crimes in France'

Pavel Durov, the founder of Telegram, an online communications platform, has been charged with various crimes in France. Among them are drug trafficking, fraud, and a refusal to cooperate with law enforcement. I have no problem with that.
Why would a wide range be charged? What laws has this particular wide range broken? Not narrow enough?
I realize a range that isn't working properly may cause you more aggravation that you certainly don't need. Maybe the temperature sensor is on the fritz or the door may not close all the way. I don't feel that warrants this or any other range being treated as a criminal.
