there is no corruption there. I think people get in survival mode when things are really bad where they live. It is like the old saying it's a dog eat dog world or every man for himself. It is easy to see, in third world countries how true that is. People fight, lie, cheat and steal for the tiniest luxury. It could be a long standing thing people have done and they can't break themselves of it. Would be hard to be a honest guy I'd imagine in an overwhelmingly corrupt culture. Such a person would be eaten alive and taken advantage of at every turn. There is corruption in larger countries too but since there is more resources checks and balances are put in place to catch such people. Corruption happens but eventually such people no matter how high or low in society they are they get caught and go to jail for such things. It does not stop corruption but it staves it off somewhat and makes others stop and think do I really want to take a chance and get caught and go to jail. If but your country could make better laws and make those laws have teeth in them that worked but it will be hard and a very long process. There has to be a collective will among the people before this same as it ever has been stops. My best advice is even though it's hard you try to be honest and fair in your dealings with people while trying not to let them cheat you. Live by example. Every small good deed is a step in the direction you wish the world to go. Who knows, one day such small steps by as many people might just be the tipping point that makes all the difference.
