It means not liking somebody because of where they live. The problem is that the some people cannot afford to live anywhere else. They are good people, they just live in bad areas. They are not and cannot be responsible for the things that go on in their neighborhoods.
I have met some nice people from bad neighborhoods. People just do not want to talk to them. However, if you talk to them, if you really get to know them, good things can happen.
